NOTICE OF PUBLIC HEARING
CITY OF EXETER
CITY COUNCIL

Exeter City Council hearing:
The Exeter City Council is scheduled to hold a public hearing on Tuesday, July 28, 2026, at 6:00 p.m. or as soon thereafter to consider the following proposal:

Housing Element Update
The project involves a comprehensive update to the Housing Element of the City of Exeter General Plan for the current State planning period. The Housing Element identifies the City’s existing and projected housing needs for all income levels and includes an inventory of sites suitable for residential development. The update establishes goals, policies, and implementation programs to accommodate the City’s Regional Housing Needs Allocation (RHNA), remove governmental and non-governmental constraints to housing development, affirmatively further fair housing, and promote the development, preservation, and improvement of housing opportunities throughout the community in compliance with State housing law.
Zoning Designation Changes:
To gain compliance with State Housing Law, the following properties are proposed to be zoned to RM-1.5:
• Assessor Parcel Number 133-072-042-000, 5 acres located at W Chestnut St. & S Belmont Rd., currently zoned R-1-6
• Assessor Parcel Number 135-190-063-000, 1.7 acres located at S Filbert Ave & W Firebaugh Ave., currently zoned R-1-6
• Assessor Parcel Number 135-190-039-000, 1.46 acres located at S Kaweah Ave. & E Firebaugh Ave., currently zoned ML
• Assessor Parcel Number 135-190-037-000, 1.45 acres located at S Kaweah Ave. & E Firebaugh Ave., currently zoned ML
• Assessor Parcel Number 135-190-038, 9.79 acres located at corner of Industrial Dr. and Firebaugh Avenue, currently zoned ML

To gain compliance with State Housing Law, the following properties are proposed to be zoned to RM-3:
• Assessor Parcel Number 133-080-053-000, 12 acres located at S Belmont Rd. & Powell Ave., currently zoned R-1-10

Consistent with Government Code Section 65583, the actions associated with the re-zones also include consideration of a Zoning Text Amendment to add Chapter 17.59, By-Right Approvals. This ordinance establishes a ministerial (“by-right”) review process for qualifying housing developments.

General Plan Land Use Designation Changes:

To gain compliance with State Housing Law, the following properties are proposed to be re-designated to High Density Residential:
• Assessor Parcel Number 133-072-042-000, 5 acres located at W Chestnut St. & S Belmont Rd., current land use designation Low Density Residential
• Assessor Parcel Number 135-190-063-000, 1.7 acres located at S Filbert Ave & W Firebaugh Ave., current land use designation Low Density Residential
• Assessor Parcel Number 135-190-039-000, 1.46 acres located at S Kaweah Ave. & E Firebaugh Ave., current land use designation General Industrial
• Assessor Parcel Number 135-190-037-000, 1.45 acres located at S Kaweah Ave. & E Firebaugh Ave., current land use designation General Industrial
• Assessor Parcel Number 135-190-038-000, 9.79 acres located at the corner of Industrial Dr. & Firebaugh Ave., currently land use designation General Industrial

To gain compliance with State Housing Law, the following properties are proposed to be re-designated to Medium Density Residential:
• Assessor Parcel Number 133-080-053-000, 12 acres located at S Belmont Rd. & Powell Ave., current land use designation Very Low Density Residential, proposed land use designation Medium Density Residential

Zoning Text Amendment:
Section 17.18.03 of the Exeter Zoning Ordinance is proposed to be revised to allow emergency shelters as a permitted use in the R-M Zoning District.

Location:
The project applies to all properties located within the Exeter City limits. The Housing Element is a State-mandated component of the Exeter General Plan.

Proposal:
The proposed project consists of adoption of the updated Housing Element, including associated goals, policies, programs, and actions necessary to maintain compliance with State housing law.

Notice is also given that an environmental assessment has been conducted for the project identified above, consistent with the California Environmental Quality Act (CEQA). The analysis determined that any impacts would be less than significant and recommends adoption of an Environmental Impact Report Addendum.
