Question 1: Section 4.6 calls for hourly rates and a reimbursable expense policy. Will cost be scored on rates alone, or does the City want an estimated annual cost?

Answer 1: The score will be based on rates associated with the personnel noted in the answers to section 4.3 and section 4.5. The estimated annual cost may fluctuate with the level of private development and City initiated tasks. An estimated annual may be included if desired by the proposer.

Question 2: Section 4.3 requires an estimated percentage of time dedicated to Exeter for each person. Should that percentage express a share of the individual’s total working time, or a share of total contract hours?

Answer 2: Section 4.3 is seeking information regarding the proposed staff’s availability to execute the contract as well as demonstrate indicate each person’s proposed role.

Question 3: Should the Fee Proposal under Section 4.6 be included in the single combined PDF, or submitted as a separate file?

Answer 3: The Fee Proposal may be submitted in the combined PDF or a separate file.

Question 4: Are proposed hourly rates fixed for the initial three-year term, or may annual escalation be proposed?

Answer 4: The proposer may propose a fixed rate for the initial term or propose an escalation.
