City of Exeter – Banner Program

The City of Exeter has adopted a formal policy governing the display of Federal, State, and City flags, as well as the placement of street banners on City-owned poles and facilities.

Street banners may be used to promote City-sponsored or City-funded events, public programs, community services, holidays, and seasonal displays. All banners must meet the requirements outlined in the City’s Council Policy and must be approved through the City’s permitting process.

Individuals, organizations, or event sponsors may request to display a banner on designated City banner poles or across Pine Street.

All banner requests must:

  • Communicate information about a public event, City program, or community amenity of general interest
  • Be submitted with a completed application, final banner design, dimensions, and material specifications
  • Use durable cloth, canvas, or vinyl, sized appropriately for the location
  • Be submitted at least 60 days before the requested installation date
  • Include contractor information for installation and removal—performed at no cost to the City
  • Follow the required display window:
    • Banners may not be installed more than 14 days prior to the event
    • Banners must be removed within 5 days after the event concludes

Applicants may also indicate if they would like to donate the banner to the City for future use.

Approved locations include:

  • Downtown Banner Poles
  • Hanging Banner Across Pine Street

Space is limited. The City processes applications on a first-come, first-served basis and retains priority use for City banners.
